We've seen similar with Ricciardo being behind Norris at McLaren.

Sometimes the car just doesn't work for you and your driving style.

I think if the car was capable of winning races he’d be back in front. The one race this season the car worked well was Spain and he had better pace than Russell.

Norris was already at McLaren though and I think it's debatable at this point which of their drivers has the bigger reputation, Ricciardo has struggled to look like recreating his Red Bull form at two teams since leaving there. I imagine they'd probably do more to lean towards Norris if there are any either/or decisions during car development as he'll be their long term hope.

Saw similar things with Red Bull in recent years where they've essentially built a car for Verstappen and his various teams have struggled to get to grips with it. Hamilton is still going to be the main point of reference for Mercedes developing their car but he's still not getting the best out of it yet, regardless of it's overall standing.

Think the experience/mentality of the driver plays a part too.

Hamilton will be used to having close to a perfect car under him the last few years and so it's easier to push it to the limit. Driving a pig around isn't exactly what he's used to and that's got to be unsettling.

Russell on the other hand has spent the last few years battling against his own machinery as much as the rest of the field so perhaps more at home in a car that isn't what it needs to be.
