Yes as no one had sight of the report yet the edited highlights of conclusions were already being reported. I smelt a rat as soon as the version I heard on the mornings radio news was mentioning that as a society we were doing better than Europe. It wasn't until I started reading the news websites that I found out that the report hadn't been read by journalists.
 
It's classic gaslighting.

Leak something to get postive coverage in your favourable media. That's where 90% of people will stop getting their information. The UK isn't institutionally racist and therefore by implication BLM isn't required, they were just trouble makers all along, footballers should stop taking the knee etc

Stage 2 when the left and minorities come back and say that's a load of bollocks the reposnse is how can you comment on a report you haven't read? That's now how we are governed. The target market have got their soundbite, everyone else is irrelevant noise.
