The president of the European commission, Jean-Claude Juncker, spent years in his previous role as Luxembourg’s prime minister secretly blocking EU efforts to tackle tax avoidance by multinational corporations, leaked documents reveal.

Years’ worth of confidential German diplomatic cables provide a candid account of Luxembourg’s obstructive manoeuvres inside one of Brussels’ most secretive committees.

The code of conduct group on business taxation was set up almost 19 years ago to prevent member states from being played off against one another by increasingly powerful multinational businesses, eager to shift profits across borders and avoid tax.

Little has been known until now about the workings of the committee, which has been meeting since 1998, after member states agreed a code of conduct on tax policies and pledged not to engage in “harmful competition” with one another.

However, the leaked cables reveal how a small handful of countries have used their seats on the committee to frustrate concerted EU action and protect their own tax regimes.

Efforts by a majority of member states to curb aggressive tax planning and to rein in predatory tax policies were regularly delayed, diluted or derailed by the actions of a few of the EU’s smallest members, frequently led by Luxembourg.

Hundreds of the multinational corporations rushed to channel international profits through subsidiaries in the country, among them McDonald’s, Fiat, Amazon, Shire Pharmaceuticals and Skype.

The secret to this success was exposed in 2014 when the Luxleaks scandal revealed the terms hidden within hundreds of private deals, known as “tax rulings”, that Luxembourg had handed out to multinational businesses behind closed doors.

The rulings effectively rubber-stamped complex tax structures that global corporations used to access ultra-low tax rates, often less than 1%, for profits shifted to Luxembourg.

Juncker conceded the scandal had damaged his reputation. While not illegal, he admitted Luxembourg’s tax system was also “not always in line with fiscal fairness” and may have breached “ethical and moral standards”.

What on earth has any of that got to do with the UK EU ambassador being forced out of post by Theresa May and her apparatchiks because he doesn't sing from the Brexit hymn sheet?

Deflection tactics I see.

So, I will ask again. (Ignoring Mr Juncker which has nothing to do with UK Brexit at all). Why is our government removing a highly qualified negotiator from the team just because he doesn't agree with their world view a GOOD THING?

There is a big difference there, Vis. Junker was being deceitful and making out he was doing things in the interest of EU citizens. In fact, he was helping the multinationals avoid paying taxes at the expense of EU citizens. We as EU citizens had to pay the cost of his actions.

About 1.2 million British people live in other EU countries. Ireland and Spain having nearly 600,000 British people living there. Many of the British people who live in Ireland have dual nationality or were born in the UK to Irish parents. So apart from Ireland and Spain, there are just over 600, 000 EU citizens living in other EU countries.
The 4.9 million in Penk's graph, is British citizens, not necessarily born in Britain, because we have a huge population of British colonial people, born in other countries all over the world, who have British citizenship, who don't live in the UK. Those are the people reresented in Penk's graph, not EU citizens.

That graph doesn't have too much to do with the EU referendum.

Its hard to think of a worse idea than sending someone who is hated by the EU to try and negotiate a deal that works best for the UK.

I can think of one, having someone who doesn't want to leave the EU, as the main negotiator to leave the EU. Especially as he would be leaving in November anyway. His heart wasn't in the job, better that he left now.
 
It matters little. In a couple of years time there won't be an eu to negotiate with. All being well.

Civil servants do as instructed by ministers - and you dont end up as senior as Sir Ivan did by putting your own opinions above those of your minister.

Perhaps yopu need to get yourself a clue and read these:

Integrity and honesty aren't really words the brexit campaign are particularly familiar with
