Should be the easiest decision in the world tbh. There must be a very very unambiguous caveat in the law that exempts it somehow as an indirect free kick you can't get sent off for or something?
And then as compensation you get a "chance" which is a far worse chance than a penalty.

Ridiculous stuff, I get that it happens so rarely but it's a huge loophole.
 
You have to move the ball just in case it doesn't deflect but you have to play that backwards not just a touch to the side or they'll always be out to block it's as their only a few yards away. Wank free kick that.
 
I'd imagine if we'd done that then the ref could just bring it back as effectively unsporting behaviour.
