Man city fined again for delaying the 2nd half.
Happened in previous years, so they must be aware. Always assumed there was a bell or alarm.
Do they as a club feel none of the rules apply to them? As it's developing into quite a pattern of behaviour for the club.

As they are repeat offenders and the fine is paltry (to them), I'd suggest the PL tell them if they're not ready the game will continue without them...

I know the scale is slightly different, but in my daughter's netball league, the whistle is the whistle, ready or not they start. The opponents only had 3 players for the first couple of minutes the other week and they scored about 7 before they were at full strength

Surely it's the duty of the teams to make sure their players are ready when the referee wants to restart the game rather than the referees duty to wait until the players decide they can be arsed to get onto the pitch? If your entire team isn't out on the pitch ready when the ref wants to restart, tough shit. And if they are late, they are allowed onto the pitch when the ref waves them on.

Fines are pointless with City/ Chelsea/ Newcastle. start the game when the ref is ready or deduct points.

If you ever want an example of a club desperate to keep up with the Jones but doing it badly then Everton and West Ham are the prime examples.
