Ideally you wouldn't need claw back mechanisms like this, and you could just trust countries to do the right thing when it came to defending allies from illegal invasions and then let them use their mineral wealth to rebuild, but yeah I guess as new world solutions go, it works and I'm not against it

Given that in principle Ukraine aren’t against the idea it makes sense. Far more likely to get support from some countries if they think there’s some payback down the line. As I said above it needs to be fair to all parties, not a Trump-style grab as much as you can get. An added bonus it would be a collective fuck you to Trump.
