It's the annual recruitment call for the prediction league to try to encourage some participation.
The prediction league is in its own sub-forum, and in addition Quirk posts the Goals on saturday fixtures there, due to start next week:

Format is simple. I'll post up the fixtures for each week in advance. Posters predict the final scoreline, and first goalscorer. Your are awarded 3 points if your scoreline is correct, or one point if the result is correct but not the score. 3 additional points are awarded if you correctly predict the first scorer in the game.
Sniffer will usually correct my mistakes, and do the harder job of updating the table.
