I went to Euro 2016 and Euro 2024, so have some experience of it. It depends what you're going for really - for example are you after a specific team or just wanting to get a match in a specific city? I know the UEFA process a lot better but typically what happens is that each country will have an allocation (per match) which is set by the governing body. The only way to get those is through that country's FA, and like with Wolves you'd usually need an attendance history. Some countries are more competitive than others, think England and Scotland are quite challenging although I know a mate who goes away with Wales - theirs sound much easier to get to.
There is then an amount that should go to a sort of general sale which is balloted, you apply in advance based on the fixture - you'll know the date and venue but most of the time not the teams (draw not made/qualifiers not finished). Later on, closer to the tournament (and even during if you're already out there) there should be second sales where everything is on general sale, usually the higher category/more expensive tickets.
I think because of it being in North America and the cost, a lot of countries will struggle to sell their full allocations. I'm probably not going to go for that reason and know quite a few who go away in Europe but are giving World Cup a miss. I think there will probably be quite a few tickets available at pretty short notice if you feel daring.
