Time Wasting

Some kind of time limit for throw-ins, FKs and GKs maybe? Ref blows to start countdown and hooter sounds if not done by zero. Reverse foul TIs and FKs and give 30-yd FK for foul GK. Mandatory card for all breaches, or for opponent attempting to cause one. Stop the clock for all injuries, subs and goals and have no added time at the end.
 
burnley are constant time wasters. as someone mentioned, it starts from the kick off. definitely a tactic they employ.

Loads of suggestions of limits and new rules etc, but isn't it the case that GK's are only currently supposed to hold onto the ball for 6 seconds? However has anyone ever seen this rule enforced?
 
Some of this seems to be using a sledgehammer to crack a nut, it's not that big a deal.

Yes, I've seen a keeper hauled up for holding onto the ball too long. As far back as 1989...

Get a timer in the VAR on the goalkeepers, if they hold onto it for a second longer than 6, yellow card, if it happens again another yellow/red. Game would instantly become alot faster.
 
Just have a timekeeper like in Rugby League and a clock everyone can see so they know when it has been stopped. Take time keeping away from refs and the rest of their decisions might improve too.
The trouble with that is what is considered time on or off - all goal kicks, free kicks, throw-ins, minor injuries...during whole game, 2nd half or just time-added-on? Even for half a game, the summed time for all non-play events is substantial.
I think to focus on obvious time wasting, which is ugly and a clear detriment to the game is wise.
It appears that a yellow card is an insufficient penalty, as demonstrated by Jiménez, where most of his yellow/red cards this season have come from time wasting.
 
Thirty years ago Jimmy Hill wanted a 18 yard line second penalty spot for professional fouls. That would include the tactical fouls that stop a breakaway but don't deny a clear goal scoring opportunity such as a break from a corner when possession is turned over. Imagine getting a few of those! I prefer that idea to red cards. I also think that a second yellow on a player should trigger an option where the ref asks the opposition captain "do you want him off or an 18 yard penalty kick?" That would make tactical fouling a real hazard as it will almost always give the opposition a goal scoring opportunity. Give it for simulation in the area as as well. Easy to check with VAR. Those measure would clean the game up in a stroke and make tactical fouling and shithousery a dangerous hazard.
 
Jimmy Hill thought that using the N word was comparable to someone calling him 'Chinny'.
 
It's a pretty good place to draw the line.
