I think it'd be better for him electorally if it's stopped, it gives him more froth to swirl, blaming lefties/judiciary/lords/brussels/strasbourg. If he actually gets a flight off the ground then the media attention will turn to the fact that numbers are piddling, the cost is insane and it's having zero impact on numbers crossing the channel. We all know the numbers will go through the roof in the Summer, and the only way they can explain/defend that is if their plan has been thwarted
