Sandwell is primarily Oldbury, Rowley Regis, Smethwick, Tipton, Wednesbury and West Bromwich. I don't see any of them as having anything to do with Wolverhampton.

Palming some of them off to Birmingham City Council when that body is effectively bankrupt doesn't seem a very good idea.
