I'm not sure how you can implement it right now though, you have to honour existing contracts that were agreed when those rules didn't exist? Fine if you say anyone coming in now has to be paid under these rules.

Quite. It looks like breach of contracts with the players or breach of the salary cap. It has be a target to hit by a certain date so you can come to the end of current contracts or sell a player.

Mind you if someone big drops out of the championship (like say Sheffield Wednesday if the EFL correctly implemented their own rules) they are going to be absolutely fucked without a grace period. Quite conceivable that a single player would be on comfortably more than the cap for an entire team.
